Title
Consideration of a Resolution Approving a Minor Subdivision for 908/910/912 5th St E.

Body
Action Requested:
The Northfield City Council is asked to approve the a resolution for a minor subdivision creating Pool View Addition.

Summary Report:
The applicant, TK Properties of Northfield, has applied to subdivide the existing parcel at 908/910/912 5th St. E. (PID:2206125011) and zoned R1-B: Low Density Residential. The minor subdivision will create three separate residential lots platted as Pool View Addition Block 1, Lot 1, Lot 2, & Lot 3. The three resulting parcels will remain zoned R1-B: Low Density Residential.

The existing lot is legal non-conforming with three single-family homes located on the same lot. The homes were constructed from approximately 1945 – 1950 and the property has been used as a rental property for decades. By subdividing the lots, the non-conformity would be reduced as each principal structure would be on its own lot. The homes would also be able to become owner-occupied.

Two of the homes are located toward the rear of the lot, while the third occupies a more typical location near the front of the lot. Because of this arrangement, two of the proposed lots would be configured as panhandle lots and would continue to use the existing shared driveway from 5th St. E. The proposed lots are approximately 7,306 square feet, 7,262 square feet, and 8,715 square feet and the existing lot is 24,146 square feet.

The Land Development Code (LDC) requires panhandle lots to have a minimum lot area of 20,000 square feet. At the October 15, 2026 Zoning Board of Appeals (ZBA) meeting, the ZBA approved a variance to this requirement 4 – 1 with 2 members absent. A public hearing was held at that meeting and several residents within the notified area provided comme...
