Recommendation of Text Amendments Related to Industrial Block Length Requirements in the Land Development Code

The Planning Commission is requested to review and make a recommendation to the City Council on an ordinance amendment modifying Section 5.2.2(L) of the Land Development Code to the drafted changes to the Lot and Block Design ordinance to allow for more flexibility in the Industrial Districts.

Summary Report:

Background:
Northfield's Land Development Code prioritizes maintaining the historical and community-oriented nature of the city grid. The Code enforces maximum block lengths through its subdivision ordinance. There are different maximums based on zoning district, with the most restrictive maximums for C-1 (Downtown). Residential districts have slightly less restrictive maximums that allow for the grid to continue with fewer block divisions. The block length maximums also apply to commercial (outside of Downtown) and industrial districts. In commercial and industrial districts, blocks shall not exceed 900 feet nor be less than 500 feet. These block requirements have been restrictive in the industrial district, and do not reflect existing conditions within that district.
On July 16, the Planning Commission discussed the current block length requirements in the industrial districts and provided guidance to staff based on the Commission's understanding of the reasoning behind the limit and the Commission's priorities for industrial development.
Analysis:
