Consider Approving Plans and Specifications and Order Advertisement for Bids for the 2024 Jefferson Parkway West Mill and Overlay and Mill Towns Trail Improvements Project.

Action Requested:
The City Council considers approval of the attached Resolution approving the plans and specifications and authorizing the advertisement for bids for the 2024 Jefferson Parkway West Mill and Overlay and Mill Towns Trail Improvements Project (STRT2024-A78).
Summary Report:
At the October 3, 2023 City Council meeting, the City Council passed Council Resolution 2023-093 which Accepted the Feasibility Report, and Authorized Preparation of Plans and Specifications for the proposed project. The approval of the Feasibility Report included the following improvements for the following project areas: (Attachment 2)
* Jefferson Parkway from TH 3 to TH 246 (Mill and Overlay)
* TH 3 from Riverside Park to Jefferson Parkway (Mill Towns Trail Installation)
Additional features authorized by City Council for this Project include:
* Mini Roundabout - Jefferson Parkway and Jefferson Road (Attachment 3)
o Rapid Rectangular Flashing Beacon (RRFB)
* South Pedestrian Crossing
* East Pedestrian Crossing
* Crossing Improvements (Attachment 3)
o Jefferson Parkway and Roosevelt Drive West
o Jefferson Parkway and Jefferson Park Trail
o Jefferson Parkway and Raider Drive
* RRFB - east and west crossing
o Jefferson Parkway and Bridgewater Elementary East Entrance
In addition, the eastbound turn lane from Jefferson Parkway onto northbound Raider Drive is proposed to be extended to 300 feet in length to accommodate the needed queue length during the AM and PM peak traffic periods.
