Zoning Map Amendment for 1900 Cannon Rd.

Action Requested:
The Planning Commission is asked to not make a recommendation to City Council to amend the zoning for 1900 Cannon Rd.
Summary Report:
After further review of the 2045 Comprehensive Plan (CP) and land development code, the zoning of 1900 Cannon Rd. does not need to occur. The property is currently zoned I1-B: Industrial and staff were initially planning to rezone the property to PI-S: Public & Institutional. The CP and its future land use map do not have a specific future land use for public and intuitional owned land, but rather guides the area for mixed-use commercial and specifically states public and institutional uses are allowed within it. This is a great case study to show how the future land use map guides the form of what is to be built and allows a multitude of uses within it.
The current Industrial zoning allows indoor recreation and public / semipublic buildings as permitted uses. This again supports the existing zone to remain. Additionally, as the land development code is updated, the zoning map will be too. This will likely update the zoning for the entire city.
The site plan review for the site was completed under its current Industrial zoning and while the Northfield Hockey Association was the owner of the property. Now, the City of Northfield has assumed ownership of the site and this transition triggered the potential next step of rezoning.
Alternative Options:
The Planning Commission could recommend a zoning change to C2-B: Commercial. This zoning district allows for indoor recreation and public / semipublic buildings and would be supported by the future land use map, but may not be the final zoning chosen during the zoning code update.
