Title
Consideration of NDDC Service Contract (2021-2023).

Northfield City Council makes a motion to approve the proposed service contract with the Northfield Downtown Development Corporation (NDDC).
Summary Report:
On October 20th, NDDC Executive Director Greg Siems presented the most recent update of NDDC activity to City Council to continue services for the City. City Staff has prepared amendments to the Scope of Services related to a three-year contract of services with the NDDC at the requested funding level increasing 3% per year from the current contract level of $35,000 per year. The NDDC has indicated their satisfaction with a three-year contract.
NDDC Director, Greg Siems, Community Development Director Baker, Economic Development Coordinator Nate Carlson, and City Administrator Martig cooperatively developed revisions to the Scope of Services provided by the NDDC. The revisions include ongoing opportunities for targeted areas where the NDDC can advance efforts of the needs of the downtown. Additionally, we will be cooperatively working with them on further analysis related to downtown districts and analyzing our organizational efforts to determine if there are opportunities for advancement.
There are termination clauses in the contract should we need to adjust any terms or conditions of the contract as we work through these services in 2021.
Alternative Options:
• Remove from the agenda for separate discussion before acting.
• Consider a motion to request staff to explore amendments to service scope and/or contract amounts to be provided.
Financial Impacts:
Funding of as requested is currently included in the proposed 2021 budget (Mayor and Council budget) in the proposed contract amount of $36,050. The 2022 contract amount is $37,132 and the 2023 amount is $38,246.
