The Northfield City Council considers approving Amendment to Professional Engineering Services Agreement for the Water Treatment Plant Project (WATR2023-J34).
Summary Report:
The City Council is being asked to approve the Amendment (Attachment 1) to the Professional Engineering Services Agreement for the Water Treatment Plant Project (WATR2023-J34).
The amendment is related to the sanitary sewer discharge from the water treatment plant. Originally, the discharge of the facility was planned to use existing sewer lines, however, the lines would need to be upsized or run a new line to a trunk line off Jefferson Parkway near Spring Creek to accommodate the water treatment plant's waste.
The alternate plan is to bring a new trunk sanitary sewer line (Attachment 2) from the north that will serve both the water treatment plant and future development around the water treatment plant. This direction of flow was planned based on the Comprehensive Sewer Plan; however, no development has taken place to the north of the water treatment plant that would have installed the trunk sanitary sewer.
In-lieu of spending $800,000 for the construction of the sewer line down the existing Jefferson Parkway that can't be used by future development, staff believe it would be more wisely to spend this money toward the trunk sewer line that will flow to the north. The engineering design costs, and the engineers estimate construction costs for the new trunk sanitary sewer line are estimated to be $2,459,072.60. This will be designed over the winter months with plans and specs to be brought to City Council for approval in Spring 2025 for approval.
