Summary Report:
City Council has approved the proposal award for the design of the Neighborhood Flooding Issues Improvement Project and moved the project through the design process. City Staff have worked with the above-mentioned residents affected by the proposed project to acquire permanent and/or temporary construction easements (Attachment 1). These easements are a required part of the project process to complete the improvements as designed.
All permanent and temporary easement agreements have been signed by the property owners and are ready for execution.
Alternative Options:
The City Council could decide not to accept these easements; however, the project will not be able to proceed as designed.
Financial Impacts:
A total of two permanent and temporary easements (Attachment 2) are required for acquisition to complete the project as designed. Temporary construction easements were valued at $0.20 per square foot, and permanent easements were valued at $7.00 per square foot. The acquisition costs are detailed in Attachment 2, a total amount for both properties of $8,465.20. The Stormwater Enterprise Fund will be used to cover the costs related to the easement acquisitions.
Tentative Timelines:
City Staff has submitted an application to the Minnesota Pollution Control Agency for a Stormwater Resilience grant for the construction of the Neighborhood Flooding Issues Improvement Project. Staff anticipate hearing grant results in June and will proceed with the project once grant results are announced.
