Action Requested:                     

The Northfield City Council considers a Motion accepting change orders for the Wastewater Treatment Plant Improvement Project (WSTR2022-J32).

 

Summary Report:

The City Council is asked to accept the change orders for the Wastewater Treatment Plant Improvements Project (WSTR2022-J32). Change order 1 (Attachment 1) is to replace caulking joints for precast panels/masonry, doorways, exterior louvers and exterior windows. The current caulking joints are cracking and in need of replacement. Staff recommends replacement to prevent water damage and seal air leaks into buildings for a total of $96,732.75. The change order 2 (Attachment 2) is to replace the remaining fourteen 20-inch valves and pneumatic actuators in the Biologically Aerated Filtration (BAF) building for a total of $285,827.85. During the project, two valves have failed and are needing replacement. Additionally, three other valves have failed in the past. Staff continues to have additional maintenance on these valves and are requesting the replacement of the remaining valves to ensure proper operation of the wastewater treatment plant. The valves operate multiple times every day and have been in service for over 24 years since the construction of the facility.

 

Alternative Options:

The City Council can choose to not accept the change order which staff does not recommend due to the continued failure of these valves that are 24 years old and caulking joints that are failing.

 

Financial Impacts:                     

The Change Orders are for $382,760.60 which will come out of the contingencies for the project. To date, $229,557.41 of the contingencies have been spent for piping replacement in the lift station. After the two change orders and the piping replacement from the lift station, there will be $860,261.99 remaining in the contingencies that were approved with the project.
