Title
Petition Discussion: Eliminating Reliance on Single Use Plastic
Body
Action Requested:
Commission to engage in discussion regarding the received petition
Summary Report:
On Wednesday, May 15, 2024, the Environmental Quality Commission (EQC) received a petition from a group of Northfield residents advocating for the implementation of a "Green to Go" and single-use plastics restriction ordinance. The petition reflects growing community advocacy about the environmental impact of single-use plastics and aligns with the City’s broader sustainability goals as outlined in the Climate Action Plan and Zero Waste Plan.
In response to the petition, on Monday, August 5th, City Administrator Martig, Mayor Pownell, Councilmember Sokup, EQC Chair Jones and the EQC Staff Liaison met to discuss the petition within the context of the City’s existing Climate Action Plan and Zero Waste Plan.
During this meeting, it was reaffirmed that while the Climate Action Plan and Zero Waste Plan are essential guiding documents for the City’s sustainability efforts, they do not function as a formal work plans similar to many other plans with implementation considerations. The City’s commitment to sustainability remains strong, but our capacity to pursue new initiatives is constrained by limited resources. This necessitates careful prioritization of projects and consideration of the staff time required to implement them. The group felt a discussion of the petition would be appropriate. The petition is written in a general support nature and since this work relates to the EQC the board is appropriate to have discussion on the item.
Furthermore, a comprehensive community engagement process is critical before any ordinance can be considered by the City Council. This process would involve soliciting input from both residents and business owners to ensure that the proposed restrictions are not only environmentally effective but also economically and socially feasible. However, the City currently lacks the resources and staff capacity to prioritize such an engagement process at this time.
Despite these limitations, the City has continued to make progress in areas aligned with the Zero Waste Plan. Over the past year, the City has:
1. Expanded Composting Initiatives: Added composting programs to several City facilities, promoting waste reduction and resource recovery.
2. Employee Training: Provided training for City employees on how to properly sort compostable materials from trash and recycling, ensuring that existing waste management systems are used effectively.
3. Business Outreach: Partnered with MNimize, a Waste Wise program, to connect local food establishments with resources and strategies to reduce their reliance on single-use plastics.
The City of Northfield is deeply committed to sustainability and the principles outlined in our Climate Action Plan. However, the lack of sufficient resources currently limits our ability to expand efforts such as the proposed "Green to Go" and single-use plastics restriction ordinance.
Staff will continue to implement aspects of the Zero Waste Plan as resources allow, and we remain open to revisiting this issue as circumstances permit. The City is committed to pursuing sustainability initiatives in a balanced manner, considering both environmental impact and resource availability.
It is recommended that the Environmental Quality Commission continue to monitor and support ongoing sustainability efforts while remaining prepared to engage in further discussions should resources become available to explore this petition more thoroughly.
