Action Requested:
Staff recommends approval of the Resolution approving the plans and specifications and authorizing the advertisement for bids for the 2017 Street Reclamation Project (2017STRT-A36).
Summary Report:
The City Council is asked to pass a resolution approving the plans and specifications and authorizing the advertisement for bids for the 2017 Street Reclamation Project (2017STRT-A36). This project includes the following streets (Attachment 2):
• Maple Street from Woodley Street to Ninth Street (including sidewalk)
• Ninth Street from Maple Street to Nevada Street (including sidewalk)
• Nevada Street from Ninth Street to Seventh Street (including sidewalk)
• Bunday Court
• Hillside Court
• Professional Drive from Woodley Street to TH 3 Frontage Road
• Marvin Lane from TH 246 to Washington Street (including sidewalk)
• Sibley View Lane from Jefferson Parkway to Sibley View Court
• Sibley View Court
The action requested is the next required step to move this project forward - consistent with Chapter 429 of the Minnesota Statutes. To date, the City Council has moved this project forward with the actions shown on the project process (Attachment 3). The plans and specifications will be available on the City’s website. The project will be advertised for a minimum of 21 days as required by Minnesota Statutes Chapter 429. The project will be advertised in the Northfield News and on MnDOT’s e-Advert site. Staff is proposing to open bids at 2:00 p.m. on June 15, 2017. Results will be reviewed and tabulated then presented to the City Council on June 20, 2017 with a recommendation for awarding the project. Construction is anticipated to begin in July.
Staff is recommending the City Council approve the attached resolution and authorize the advertisement for bids for the 2017 Street Reclamation Project.
City staff held a neighborhood meeting to review the plans on May 3, 2017. At the meeting residents could review impacts to their property and ask questions. The meeting went well with the attendees and they are ready for the improvement project to start. City staff will meet again with all property owners after the City has a contractor onboard. At this point, the City would have a more solidified contractor schedule for distribution.
Proposed Improvements
Streets
All street segments proposed in the 2017 Street Reclamation Project are classified as “Local” streets in the current Comprehensive Plan. Soil borings have already been completed and indicate a sufficient existing gravel base to complete full-depth reclamation on all segments. The generated material from the reclamation process will then be re-graded and re-compacted to provide a new granular base for the street segments. The streets will then be paved with bituminous asphalt. Curb and gutter spot repairs will be performed as needed to provide positive drainage for the new street surface.
Utilities
Minor repairs to the sanitary sewer will be performed as indicated in the Feasibility Report. The majority of the repairs made are related to upgrading facilities to the current City Standards. Watermain repairs are also minor. One repair of note, Hillside Court, will have a City Standard fire hydrant installed due to the lack of a hydrant for that area. Storm sewer repairs are also proposed to be minimal. Rehabilitation of existing structures and the replacement of a few structures are planned.
Sidewalks
The current Safe Routes to School (SRTS) Plan which was adopted by City Council on Motion 2010-0031 on February 16, 2010 identifies the Maple Street, Ninth Street, and Nevada Street portion of the project corridor as an area with “Lack of Sidewalk on Key Routes.” Staff has indicated in the Feasibility Report that construction of the sidewalks throughout this specified corridor can be constructed and funded with the available funds that have been allocated to this project. Additionally, the Intersection Control Evaluation Report (ICE) initial findings report, approved by City Council as Resolution 2017-022 at their March 21, 2017 City Council meeting included a sidewalk on TH 246 from Marvin Lane to the north High School property boundary. Therefore, Council directed Staff via Motion 2017-035 at their February 21, 2017 City Council meeting to add sidewalk on the south side of Marvin Lane, and narrow the road to a 32’ face of curb to face of curb street corridor.
Maple St./Nevada St./Ninth St
Sidewalks are proposed for both sides of the Maple Street, Nevada Street, Ninth Street Corridor. Curbs will be removed on the west side of Nevada Street from Seventh Street to Nevada Court. This area will be narrowed to a 32’ face of curb to face of curb street corridor, and sidewalks will be placed directly behind the curb to avoid tree removals. Curb is also proposed to be removed on the east side of Maple Street from Woodley Street to Ninth Street. This area will also be narrowed to a 32’ face of curb to face of curb corridor, and sidewalks will be installed with a 4’ boulevard. The remaining sidewalks will be installed with a meandering alignment to avoid tree removals. It is anticipated that 4 trees will be removed due to new sidewalk installations.
Marvin Ln.
Sidewalks are proposed on the south side of Marvin Lane from TH 246 to Washington Street. It is proposed to remove the curb and gutter on the south side of Marvin Lane, narrow the road by 4’ to create a 32’ face of curb to face of curb street corridor. Sidewalks will be installed on the south side of Marvin Lane with a proposed 4’ boulevard. There are no tree removals required with this proposal.
In summary, staff feels the improvement is necessary and feasible and the improvement should be ordered.
Alternative Options:
The City Council could delay this project; however, the road and utility systems will continue to deteriorate and will require significant maintenance in order to provide a marginal condition for traffic.
Financial Impacts:
Project cost based on the feasibility report is $935,418. The cost estimate breakdown and the funding summary are included in this report as Attachment 4.
Tentative Timelines:
The bids will be received on June 15, 2017 with projected award on June 20, 2017. Construction would occur during the summer of 2017 with a completion date by October 27, 2017.
