Consider Accepting Bids and Awarding Contract - 2021 Reclamation and Overlay Project.

Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the 2021 Reclamation and Overlay Project (STRT2021-A46).
Summary Report:
The City Council is being asked to award the contract for the 2021 Reclamation and Overlay Project (STRT2021-A46). The Plans and Specifications were completed by the City of Northfield Engineering Division, and at the February 2, 2021 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2021-014. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.
The project scope includes work on the following streets (Attachment 2):
• Mayflower Drive from Parmeadow Drive to Turnberry Lane (Reclamation)
• Parmeadow Drive from Mayflower Drive to Heywood Road (Reclamation)
• Creek Lane from Mayflower Drive to Heywood Road (Reclamation)
• Turnberry Lane from Mayflower Drive to Heywood Road (Reclamation)
• Mayflower Hill Service Road (Reclamation)
• Baneberry Court (Reclamation)
• Mayflower Court (Reclamation)
• Primrose Court (Reclamation)
• Turnberry Court (Reclamation)
• Goldenrod Court (Reclamation)
• Goldenrod Circle (Reclamation)
• Clover Court (Reclamation)
• Crocus Court (Reclamation)
• TH 3 east Frontage Road from Woodley Street to Jefferson Parkway (Mill and Overlay)
• Jefferson Parkway from TH 3 to west dead end (Mill and Overlay)
• Babcock Lane from TH 3 west frontage road to Babcock Park. (Mill and Overlay)
• Bollenbacher Drive from Jefferson Parkway to west Frontage Road (Mill and Overlay)
• Bollenbacher Court (Mill and Overlay)
• West Frontage Road from Bollenbacher Drive to Riverview Drive (Mill and Overlay)
The City received four (4) competitive bids (Attachment 3), which were publicly opened and tabulated on March 4, 2021 at 2:00 p.m. The bids ranged from $2,263,574.25 to $3,607,657.25 with the lowest responsible bidder being McNamara Contracting with a total bid amount of $2,263,574.25. This compared to the engineers estimate of $3,090,453.50. This project is identified in the 2021 - 2025 Capital Improvement Plan (CIP), and funding for the project is a combination of enterprise funds, franchise fees, and bonding as outlined in Attachment 4.
Staff is recommending that the project be awarded. These streets are deteriorated beyond routine patching and maintenance.
Alternative Options:
City Council may decide not to award this project; however, these roads will continue to deteriorate due to the condition of the current pavement surface, and future maintenance requirements will increase significantly.
Staff does not recommend any alternative actions outside of considering award of contract.
Financial Impacts:
The funding tables at the time of contract award are shown below. In addition, funding for the 1% for the arts is included with the project. The award resolution includes transferring the 1% for the arts to the Arts and Culture Fund at this time.


Note: Franchise Fees began implementation in 2021, and the collection of the fees will be received in quarterly payments from Xcel Energy to the City. The 2.4 Million in bonding, 1.1 million will be supported with revenue from Franchise Fees and the other 1.3 million will be supported by the levy.
