Summary Report:
City Council has moved the Lincoln Waterway Box Culvert Improvement Project through the design process and is also asked for approval of the Plans and Specifications as well as authorize the Ad for Bid this evening. City Staff has worked with the property owners along the project corridor have acquired temporary construction easements from the above-mentioned property owners. These temporary construction easements (Attachment 1) will allow the construction project to be built as proposed and presented to City Council this evening.
Alternative Options:
The City Council could decide not to accept these easements; however, the project will not be able to be built as (tentatively) approved by City Council.
Financial Impacts:
A total of 2 temporary construction easements (attachment 2) are required for acquisition to complete the project as proposed. City staff utilized easement acquisition costs from the 2023 Miscellaneous Storm Structure Repair Project and believes it is practical to do so based on proximity and similar land use. Temporary construction easements were valued at $4,000 per acre. The acquisition costs are detailed in Attachment 2, a total amount of $92.93. As shown is the easement spreadsheet, Spectrum Mid-America elected to not be compensated for the acquisition of the temporary construction agreement.
Tentative Timelines:
City Staff is anticipating awarding the construction contract at the April 2, 2024 City Council meeting.
