The Council approves joint Resolution Requesting Concurrent Detachment from the City of Northfield and Annexation to the City of Dundas of Certain Land Pursuant to Minnesota Statutes Section 414.061.
Summary Report:
GM2 Properties (the Developer) is redeveloping two parcels, Parcel ID - 1711300005
Address - 616 Highway 3 S. and Parcel ID - 1711301002, located in the City of Dundas. The Developer has applied to request detachment of the land within the City of Northfield. The Developer has also applied to have the City of Dundas accept the land as an annexation. This is a process allowed by State Statute where two cities can mutually agree upon a detachment and annexation process, which then is approved by a judge when both cities have an approved resolution stating the support to detach and annex.
As part of the redevelopment, the Developer has also applied to vacate an existing drainage and utility easement in the City of Northfield at 2420 Bridgewater Ln., to then be dedicated as a new drainage and utility easement in the City of Dundas, with the City of Northfield maintaining drainage and utility rights for the parcels in Northfield that utilize said drainage and utility easement. The second reading of the ordinance to vacate is also on the agenda for August 3rd, 2026.
The process for concurrent detachment and annexation is governed by state statute, Minn. Stat. § 414.061. The statue allows for concurrent detachment and annexation to be initiated by a joint resolution of the cities. The City of Dundas signed the joint resolution on June 8th, 2026. If the joint resolution is signed by the City of Northfield, then the City of Dundas will submit the resolution and any application materials to the Office of Administrative Hearings, Municipal Boundy Adjustment Unit.
