Title
Consider Accepting Bids and Awarding Contract - Jefferson Parkway West Mill and Overlay and Mill Towns Trail Improvements Project.
Body
Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the Jefferson Parkway West Mill and Overlay and Mill Towns Trail Improvements Project (STRT2024-A78).
Summary Report:
The City Council is being asked to award the contract for the Jefferson Parkway West Mill and Overlay and Mill Towns Trail Improvements Project (STRT2024-A78). The Plans and Specifications were completed by Bolton and Menk, Inc and at the February 6, 2024 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2024-010. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.
The project scope includes work on the following improvements (Attachment 2):
• Jefferson Parkway from TH 3 to TH 246 (Mill and Overlay)
• TH 3 from Riverside Park to Jefferson Parkway, and Jefferson Parkway from TH 3 to TH 246 (MTT Trail Installation)
The City received three (3) competitive bids (Attachment 3), which were publicly opened and tabulated on March 7, 2024 at 2:00 p.m. The bids ranged from $2,521,489.17 to $2,638,941.17 with the lowest responsible bidder being McNamara Contracting Inc. with a total bid amount of $2,521,489.1. This compared to the engineers estimate of $2,821,128.00. This project is identified in the 2024 - 2028 Capital Improvement Plan (CIP), and funding for the project is a combination of enterprise funds, franchise fees, and bonding as outlined in Attachment 4.
Staff is recommending that the project be awarded as presented.
Alternative Options:
City Council may decide not to award this project; however, these roads will continue to deteriorate due to the condition of the current pavement surface, and future maintenance requirements will increase significantly.
Staff does not recommend any alternative actions outside of considering award of contract.
Financial Impacts:
The funding tables at the time of contract award are shown below. In addition, funding for the 1% for the arts is included with the project. The award resolution includes transferring the 1% for the arts to the Arts and Culture Fund at this time.
