Title
Consider Motion for Contract Amendment #1 and Amendment #2 for Professional Services for the 2023 Reclamation and Overlay Project.
Body
Action Requested:
The Northfield City Council approves the Motion for Contract Amendment #1 and Amendment #2 (Attachment #1) for the 2023 Reclamation and Overlay Project with SEH Inc
Summary Report:
At the October 4, 2022 City Council Meeting, City Council approved Motion 2022-124 Professional Service Agreement for the 2023 Reclamation and Overlay Project. This contract included Design Services and minimal Construction Services. Below is summary of each Amendment.
Amendment #1 - $55,709
During project design and approvals, there were numerous additions to the project that were not anticipated in the original project scope. These include pre and post bicycle and pedestrian counts, additional topographic survey, and additional design services identifying additional options for project approval. In addition to the additional design costs incurred, additional construction service cost related to the construction were also incurred relating to additional staking and testing services that were not anticipated in the original proposal. The work and costs for this amendment have already been expended.
Amendment #2 - $116,411
Due to the delay in project approvals and project award, the project, which was anticipated to begin in early May of 2022, was not awarded until June 6, 2022, and construction began in late June 2022. This delay caused the project to extend into the 2024 construction season. Due to staffing levels in the City of Northfield Engineering Department, the City of Northfield is unable to provide adequate construction coverage to multiple jobs of this size per year. With the 2024 Construction Projects beginning in early April 2024, the City of Northfield was unable to provide the remainder of project oversite for the completion of the 2023 Reclamation and Overlay Project. The cost of this amendment is for full construction services to complete the remainder of the project.
Alternative Options:
Council could decide not to approve the Amendments; however, with current Staffing levels and workload, the City of Northfield would not be able to complete all day-to-day operations in an efficient manner.
Financial Impacts:
The original contract for Design Services was approved in the amount of $396,440. Amendment #1 and Amendment #2 is proposed for $172,120 for a total of $568,560. The project was awarded with an overhead amount of $619,351; therefore, there is sufficient amount of funding available for the approval of this Amendment.
Tentative Timelines:
Due to Staffing levels, and the 2024 Construction already beginning, SEH Inc. has already assumed the role as described in Amendment #2 at this time in a temporary role until an Amendment can be approved.
