Action Requested:                     

The Northfield City Council considers the attached Resolution approving plans and specifications and authorizing advertisement for bid for the Water Treatment Plant Project (WATR2023-J34).

 

Summary Report:

The City Council is being asked to approve the plans and specifications for the Water Treatment Plant Project (WATR2023-J34) and to Authorize Advertisement for Bid.

 

Bolton and Menk, Inc. has prepared plans and specifications for the Water Treatment Plant Project. The City will be constructing a new water treatment plant that will consist of gravity filtration and reverse osmosis. The water treatment plant will lower the level of manganese in the drinking water below a health-based guidance that recommends infants not drink tap water in Northfield unless it is further treated, in addition the reverse osmosis with soften the water.

 

Tonight’s action is for the construction of the water treatment plant, including garage and office area, rooftop solar, and site landscaping. Separate projects will be brought forward for the construction of roadways, raw watermain, and trunk sanitary sewer as well as the installation of the reverse osmosis filters that will be completed through the Army Corps of Engineers.

 

An open house took place on October 29, 2024 in regards to the water treatment plant which the video can be viewed on the project page (<https://northfieldmn.gov/1593/Water-Treatment-Plant-New-Construction-P>).

 

Plans and Specifications can be obtained at the City Hall Engineering Office.

 

Alternative Options:

The City Council could choose not to accept the project which staff does not recommend since the water treatment plant is needed to provide safe drinking water to all residents.

 

 

Financial Impacts:                     

The project engineer estimate is $41,470,000 for the construction of the water treatment plant.  This project is planned to use drinking water revolving fund for loans for the project to obtain low interest rates.

Tentative Timelines:                     

Work will be completed over 30 months beginning in 2025.
