Summary Report:
City Council has moved the Spring Creek Road Reconstruction Project through the design and bidding process. Bids were opened on September 20, 2018. City Staff has worked with the property owners along the project corridor, and have acquired permanent and temporary easements from the above-mentioned property owners. These temporary and permanent easements (Attachment 1) will allow the construction project to be built as previously approved by City Council. Spring Creek Road is part of the City of Northfield’s Municipal State Aid (MSA) program. It is recommended by the Municipal State-Aid guidelines that all temporary and permanent easements be acquired prior to awarding the construction contract.
There is one property that the City is working to resolve the permanent easement with the property owner as of November 6. We are hopeful to bring the final easement forward in 2018. Staff feels we can still proceed with the award of the project as we resolve this matter.
Alternative Options:
The City Council could decide not to accept these easements; however, the project contract cannot be awarded, and the project will not be able to be built as previously approved by City Council.
Financial Impacts:
A total of 11 permanent and temporary easements (Attachment 2) are required for acquisition to complete the project as approved. City Staff consulted with the Rice County Highway Department for easement acquisition costs used for their most recent construction project on County Road 1. Rice County paid $12,000 per acre for permanent easement acquisition, and $1,200 per acre for temporary easement acquisition. Due to the proximity and similar land use, Staff believes it is practical to use those same acquisition costs for Spring Creek Road. The acquisition costs are detailed in Attachment 2, a total amount of $7,249.87.
Tentative Timelines:
City Staff is anticipating awarding the construction contract at the November 20, 2018 City Council meeting.
