Consider Approval of Change Order No. 1 for the Division and Seventh Street Reconstruction Project, Washington Street Mill and Overlay and Various Parking Lot Rehabilitations Project.

Action Requested:                     

The Northfield City Council approves a Motion authorizing Change Order No. 1 (Attachment 1) for the Division and Seventh Street Reconstruction Project, Washington Street Mill and Overlay and Various Parking Lot Rehabilitations Project, City Project No. 2018 STRT A37 with Swenke Ims Contracting, LLC., for $68,854.20.

 

Summary Report:

On April 17, 2018 City Council accepted bids and awarded the Division and Seventh Street Reconstruction Project, Washington Street Mill and Overlay and Various Parking Lot Rehabilitations Project to Swenke Ims Contracting, LLC.  Construction on the Project commenced in early May.  As construction has progressed, some unforeseen additions have been encountered, which is not uncommon for a reconstruction project of this magnitude.  These items are as followed:

 

1.                     Additional Removals to install the Stone Monuments along the Division Street side of the Econo Foods Parking Lot.

2.                     Design modification on the new crosswalk installations.

3.                     Additional colored concrete for Stone Seat Walls and Stone Column.

4.                     Add a sculpture footing for future art at the South East quadrant of Sixth Street and Division Street.

5.                     Rehab existing buried storm structure discovered during construction.

 

Alternative Options:

City Council could decide not to approve the Change Order, but Staff has ordered the work to be completed.

 

Financial Impacts:                     

The Change Order cost is $68,854.20, which is less than 10% of the total contract.  Therefore, the adopted Change Order Policy allows Staff to approve Change Orders when they are less than 10% of the total contract.  Additionally, the adopted Change Order Policy allows for staff approval when it is not feasible to stop the work of the contractor.  Due to the compressed schedule to complete the Division Street portion of the project, Staff felt that approving the work to be completed was imperative to keep the project moving towards completion in a timely manner.

 

The project was awarded with a 10% Construction Contingency in the amount of $376,181.  With the incorporation of Change Order 1 for $68,854.20, the Construction Contingency fund has been lowered to $307,327. 

 

 

Tentative Timelines:                     

Staff will send the Change Order for signatures to the Contractor and MnDOT once it is approved by City Council.
