TITLE

Consider Approving Plans and Specifications and Order Advertisement for Bids for the 2024 College Street and Water Street Areas Reconstruction.

BODY

Action Requested:

The City Council considers approval of the attached Resolution approving the plans and specifications and authorizing the advertisement for bids for the 2024 College Street and Water Street Areas Reconstruction Project (STRT2024-A77).

Summary Report:

At the October 3, 2024 City Council meeting, the City Council passed Council Resolution 2023-094 which Accepted the Feasibility Report, and Authorized Preparation of Plans and Specifications for the proposed project.  The approval of the Feasibility Report included the following improvements for the following project areas (attachment 2):

•                     College Street Woodley Street to Seventh Street (Street Reconstruction)

•                     Winona Street from Woodley Street to Seventh Street (Street Reconstruction)

•                     Ninth Street from College Street to Winona Street (Street Reconstruction)

•                     Eighth Street from College Street to Nevada Street (Street Reconstruction)

•                     Water Street from Linden Place to Woodley Street (Street Reconstruction)

•                     Sumner Street from Water Street to Division Street (Street Reconstruction)

•                     Fremont Street from Water Street to Division Street (Street Reconstruction)

•                     Spruce Court to Linden Place (Utility Improvements)

•                     College Street from Sumner Street to Woodley Street (Sidewalk Improvements)

•                     Winona Street from Sumner Street to Woodley Street (Sidewalk Improvements)

•                     Eighth Street from Water Street to Nevada Street (Bikeway Improvements)

•                     Eight Street from Linden Street to Poplar Street (Bikeway Improvements)

Proposed Improvements

Pedestrian and Bikeway Improvements

This project will include the addition of a bikeway along the Eighth Street Corridor from Poplar Street on the western end of the project to Nevada Street on the eastern end of the project.  This new bikeway corridor will include a combination of on-street buffered bikeways in the non-reconstruction areas of the Eighth Street Corridor to off street bikeways in the Reconstructed areas of the Eighth Street Corridor.  New sidewalks will also be installed on both sides of the street in all of the College Street and Water Street Reconstruction areas. In addition, new sidewalks will also be installed along Winona Street between Woodley Street and Sumner Street, and on College Street between Woodley Street and Sumner Street.  These sidewalk segments have been identified in previous policy documents approved by City Council, and approve for inclusion in this project.

In addition to the above-mentioned pedestrian and bikeway improvements, intersection improvements are also included in the project at the College Street and Woodley Street, Eighth Street and Winona Street, and on Linden Place.  These intersection improvements include curb extensions to narrow the roadway, which results in slower vehicle speeds, and shorter crossing distance for pedestrians.  In addition, a boulevard grade bikeway bypass is included in the College Street and Woodley Street intersection to improve bicycle passage through the bump out by eliminating the necessity of the bicycle entering the travel lane.

Utility Improvements

This project will also include numerous utility improvements throughout the Reconstruction areas. New PVC sanitary sewers will replace existing clay sewer lines throughout the project corridor, and most importantly, this project will replace an aging and undersized water system which includes numerous lead service lines.  Along with the sanitary sewer and watermain improvements, a new storm sewer drainage system will replace the current sparse, aging system.

Street Improvements

The current streets are aged, and exhibit signs and wear and distress to varying degrees.  This project will include the replacement of the total street section including a new select granular sub-base, gravel base, and new asphalt surface.

Tree Impacts

The proposed design includes the removal of approximately 144 trees throughout the project corridor.  These tree removals are necessary due to a variety of reasons including ash tree removals, private service replacements, storm sewer replacements, and sidewalk and trail installations.  The current project proposes approximately 254 new trees along the project corridor with approximately 27 different varieties of overstory and ornamental trees.

Alternative Options:

A.                     Prior authorization stages included authorizing the overall scope of the project as outlined in the feasibility report and is not part of consideration at this phase of the project.  Clarifications of the construction site details may be addressed at this stage if there is need for clarifications or adjustments.

B.                     The City Council could delay this project; however, the road systems will continue to deteriorate and will require significant maintenance in order to provide a marginal condition for traffic.

Financial Impacts:

Below are the estimated total project costs, and the estimated total project funding.
