The Northfield City Council approves Rescinding Motion 25-401 Relocating the Archery Range to Meadows Park and Approving the Relocation of the Archery Range to Meadows Park (South Side).

 

Summary Report:

On July 22, 2025 City Council approved relocating the Archery Range to Meadows Park due to the extension of Jefferson Parkway east of Spring Creek Road. Staff presented the proposed location of the Archery Range in Meadows Park, on the east side of the park. That was the incorrect location that was recommended for approval by PRAB, after public input, and input from the Cannon River Outdoors Club. 

 

Staff are requesting council consider rescinding council motion 25-401, which places the archery range in the wrong location (attachment 2).  Consider approving the relocation to the south location (attachment 1), which is the preferred location from PRAB, public input, and the Cannon River Outdoors Club.

 

On January 22, 2025 PRAB approved locating the archery range to the South end of the park, not the East, based on public input and input from the Cannon River Outdoors Club. With staff turnover there was a final change that moved the location from the east side of the park to the south side of Meadows Park. This is the recommended location. An accessible paved walkway will be provided from the parking lot to the archery range.

 

The location on the south side of the park will allow all the existing walking trails to remain open.  The new location will also allow a bigger buffer to help prevent stray arrows from reaching Spring Creek Road.

Financial Impacts:                     

$19,720 - estimated cost of initial relocation to Meadows Park (Includes: concrete platform, concrete foundations, turf establishment and tree relocation/planting; excludes staff time)

 

Tentative Timelines:                     

Relocate Late Fall of 2025

2026-2027 - establishment of trees, shrubs, and other landscaping.
