Action Requested:
The Northfield City Council considers a Motion authorizing to initiate the Request for Proposals for a Wastewater Treatment Plant Improvements Project.
Summary Report:
The City Council is being asked to approve the Request for Proposals (RFP) for the Wastewater Treatment Plant Improvements Project. On June 15, 2021, the City Council approved the Wastewater Treatment Plant’s Facility Plan Update. The WWTP Facility Study recommended upgrading the following items:

• BAF Blower Replacement |
|
• Control System |
• Card Access System Upgrades |

• HVAC Equipment Replacement |
• Roof Replacement |

• Rooftop solar at the WWTP |

The proposed upgrades will be designed in 2022 and constructed in 2023 as laid out in the phases below.
Phase 1 - Design
Preparation of detailed plans and specifications shall be completed by the Consultant. All submittal applications to obtain required permits from the Minnesota Pollution Control Agency and any other required agency will be completed by the Consultant. The consultant will provide all bid documents that are required.
Phase 2 - Construction Phase Services
The Construction Phase Services shall also be included in the Consultant Proposal. Services including but not limited to attendance of the preconstruction meeting and ongoing site visits by the Project Engineer, to assist with plan and specification interpretation as needed during construction along with all submittal/shop drawing reviews. Construction Phase Services will also provide onsite daily inspection services, including monitoring construction activity to assure conformance to the plans and specifications, keeping a daily diary of activity, and documenting daily completion of the project, working with the Contractor and City staff to prepare and process partial pay estimates, coordinating materials testing requirements, tracking and documenting certification of materials, as necessary and completion of As-Built documents following construction.

Financial Impacts:
The action of considering a motion authorizing the Request for Proposals for the Wastewater Treatment Plant Improvements Project has no financial impacts. The City has budgeted $764,242.00 for the design work to take place in 2022. Consultants will provide proposals that include project costs for the study.
