Consideration of a Minor Subdivision combining 504 & 508 Ivanhoe Ave.

Action Requested:                     

The Northfield City Council is asked to approve the attached Resolution for a minor subdivision combining 504 & 508 Ivanhoe Ave.

 

Summary Report:

The applicants, Dean and Julia Albertson, have applied to combine Lot 2, Block 1, and Lot 3 Block 1, Roberts Woods. The resulting single parcel will remain zoned N2-B Neighborhood General Neighborhood l. The subdivision will combine two buildable parcels to create a single buildable parcel on Ivanhoe Ave. 

 

According to Article 8 of the Northfield Land Development Code (LDC), a minor subdivision follows a Type 5 review procedure. Type 5 review procedure decisions are made by the City Council with staff recommendation and do not require a public hearing at the Planning Commission. The criteria and findings are attached to the resolution.

 

Generally, the lot combination is consistent with the required criteria of a minor subdivision. However, following required findings could provide grounds for approval or denial.

(1) The subdivision or consolidation must be in general compliance with the comprehensive plan;

The comprehensive plan calls for intensification within existing city limits and identifies this area as Mixed Use Residential Neighborhood on the Future Land Use Map. Residential uses are appropriate, including single-family residences. However, the reduction in density does not advance City goals related to improving tax productivity, equity, or additional housing.

(2) The subdivision or consolidation must meet the purpose and intent of this LDC;

The consolidation has minimal impact related to the purposes of the LDC, but likely runs contrary to 1.1.9 “ Promote an ethic of sustainability in all activities to ensure that proposed development and redevelopment will, at a minimum, conserve energy and natural resources.” The loss of a buildable lot in an established and well-connected neighborhood for the construction of a single-family home is contrary to an ethic of sustainability, and efficient use of resources. (4) The resulting parcels shall generally conform with the shape, character, and area of existing or anticipated land subdivisions in the surrounding areas;

The resulting parcel is 166 feet wide, and over half an acre in total area, larger than other single-family parcels in the area. While there are other double-lots and large lots in town, they are rare. Two large-lot subdivisions where lots of this size are common are focused on Mayflower Dr. and Woodland Trl. The LDC does not establish maximum lot widths or sizes for the N1-B zoning district, nor does it clarify or define “generally conform.”

 

Staff Recommendation

Staff recommends approval of the minor subdivision, which will create Lot 1, Block 1, ALBERTSONS ADDITION.

 

Staff will integrate the minor subdivision explanation into the Public Hearing item immediately prior related to the easement vacation.

 

Public comment will be allowed under this item as the minor subdivision is legally different than the vacation of easement.

 

City Plans & Policies Relevance:

While the proposal runs contrary to some components of City plans and policies as identified above, it generally conforms with most of the guiding documents, and there is no clear basis for denial. As part of the update to the Land Development Code, consideration should be given to how policies, and clearly defined standards, can be used to advance the goals and purpose of the Comp Plan and LDC.
