Continued Discussion on Signage Regulations within the Historic District

Action Requested:                     

The Heritage Preservation Commission is asked to review the attached redline ordinance, discuss the proposed changes, and provide any additional guidance.

 

Summary Report:

HPC Commissioners and staff have engaged in multiple discussions regarding revisions to the sign regulations for the Historic-Overlay District (H-O District) and Heritage Preservation Sites. The last discussion occurred on February 7, 2024. The Associate City Planner has reviewed the previous meetings and developed a refined draft of the ordinance incorporating a series of proposed changes.

 

At the February meeting, HPC members discussed allowing signs to be placed on awnings, the raised border requirement, the raised lettering requirement, and sign shapes. Previous discussions included color restrictions, type styles, materials, recessed letters, sign shapes, and other relevant portions of the regulations.

 

The HPC is asked to review the attached redline version and come prepared with feedback. Since all options have been discussed, commissioners should review the proposed changes with the expectation of voting at the next meeting.

 

The process for a text amendment follows the Type 4 review procedure, where the Planning Commission holds a public hearing and makes a recommendation and the City Council makes the final decision. The criteria for a text amendment are:

 

(1)                     The specific policies, goals, objectives, and recommendations of the comprehensive plan and other city plans, including public facilities and the capital improvement plans.

(2)                     The purpose and intent of this LDC, or in the case of a map amendment, whether it meets the purpose and intent of the individual district.

(3)                     The adequacy of infrastructure available to serve the proposed action.

(4)                     The adequacy of a buffer or transition provided between potentially incompatible districts.

HPC members can discuss other aspects of the sign regulations.
