Title

Consider a motion to support the revised Sustainable Building Policy.

Body

Action Requested:

A motion to recommend that City Council support the revised Sustainable Building Policy.

Summary Report:

The City of Northfield’s Sustainable Building Policy supports the Climate Action Plan and the goal of becoming a carbon-free community by 2040. Buildings accounted for approximately 78% of Northfield’s community greenhouse gas emissions in 2024, making building energy use a significant opportunity for emissions reductions. Commercial buildings account for a particularly large share of the community’s emissions, underscoring the importance of reducing emissions from development projects that receive City financial assistance.

The proposed revisions strengthen the policy’s focus on greenhouse gas emissions reductions by prioritizing building practices that reduce energy consumption and reliance on fossil fuels. The policy explicitly identifies three priorities: energy efficiency, electrification, and renewable energy. Together, these priorities provide a clearer direction for how sustainable building requirements support Northfield’s carbon-free goal and help ensure that the policy’s certification pathways advance emissions reductions.

The revisions also simplify the compliance process by establishing four approved sustainable building certification pathways. The pathways have been selected to better align certification requirements with the policy’s primary objectives of energy efficiency, electrification, and renewable energy. This approach provides applicants with clearer options while ensuring that the certification pathways support the City’s focus on reducing building-related greenhouse gas emissions. Relying on established third-party certification programs also provides technical review and verification while allowing City staff to focus on policy implementation and overall compliance.

Finally, the revised policy establishes an alternative compliance process to address project-specific constraints while maintaining the policy’s emissions reduction objectives. The Sustainability Coordinator and Community Development Director may approve an alternative rating system or modifications to specific requirements when an applicant demonstrates why a requirement cannot reasonably be met as written. Requests will be evaluated in consideration of the City’s priorities for energy efficiency, electrification, and renewable energy. This provides a defined process for flexibility while maintaining the policy’s core objectives.

The proposed revisions are intended to make the Sustainable Building Policy clearer and more practical to implement while strengthening its focus on reducing building-related greenhouse gas emissions.
