No formal action is requested. Staff and the developer of Gracewin Senior Cooperative will discuss potential variance concerns related to the proposed site plan with the Planning Commission.

 

Summary Report:

Gracewin Senior Cooperative is a proposed senior housing project just north of North Avenue in the new Cedar Meadows development. In April 2026, the developer met with City staff in a pre-application meeting to review their initial site plan. The developer has made their site plan through iterations of the project with the intent of meeting the Land Development Code based on staff feedback. The parcel is zoned as N2-B and has specific minimum and maximum setbacks. Additionally, there is a utility easement on the southeast portion of the property. The developer’s proposed building plan does not conform with the Land Development Code standards for two main reasons:

 

1)                     Setbacks: The building, specifically the front ficade, is not within the minimum and maximum setback established by the code.

 

2)                     Irregular Shape of Building: All residential development shall be located parallel to the associated street or be consistent with existing development patterns rather than being sited at unconventional angles, unless irregular lot layouts require alternative orientations. Such alternative orientations shall be subject to approval by the city planner.

 

The applicant has not yet submitted a site plan for full review so other issues may arise. Staff have provided feedback that other shapes of buildings would be in line with the intent of the Land Development Code. However, the developer feels strongly that the best possible product for a senior cooperative is represented in their current proposal. The developer will present and discuss their rationale with Planning Commission as part of their presentation.

 

Because this project is so closely aligned with Northfield’s Strategic housing goals and is a successful product that has been deployed in other communities, Community Development Director Wopata has chosen to bring this project to the Planning Commission for discussion and consideration as an example of where housing development has encountered perceived barriers based on Northfield’s Land Development Code. While pre-application meetings and site plan reviews are traditionally conducted administratively by staff, the developer has agreed to a discussion with the Planning Commission to receive feedback about potential variances needed for their project.

 

Based on questions, feedback, concerns, and comments from the Planning Commission, the developer will decide if they should proceed with a full site plan submission and anticipated variance applications based on their current plan. A significant required redesign of the building may risk being too cost-prohibitive for the project.

LDC Purpose and Intent:

1.1.1 Maintain and enhance the community’s small town character.

1.1.4 Create residential community areas with strong neighborhood qualities including pedestrian-friendly streets, community gathering spaces, and basic commercial needs within walking distance.

1.1.11 Ensure that proposed development is of a human scale, primarily pedestrian-oriented to the extent appropriate, and designed to create exceptional streetscapes and pedestrian spaces.

1.1.12 Minimize vehicle traffic by providing for a mixture of land uses, pedestrian-oriented development, compact community form, safe and effective multi-modal traffic circulation (e.g., pedestrian, bicycle, and vehicular), and adequate on- and off-street parking facilities.

 

N2-B Zoning District Purpose and Intent:

The N2 district will create a pedestrian-friendly environment, such as found in the R1 district, with strong neighborhood qualities, such as a grid-like street pattern, consistent block size, compact development, a range of housing types and architectural styles, street connectivity, sidewalks, and homes located in close relationship to the street. In addition, the N2 district will include greenways and natural areas, and options for neighborhood-serving commercial. This development pattern is the preferred future pattern for the city, as expressed in the comprehensive plan.
