Action Requested:

The Planning Commission is asked to hear updates from staff.

 

Summary Report:

1.                     Bridge Square - The State Historic Preservation Office has provided comments on the Bridge Square plans and Phase I archaeological study, attached. The City Council discussed Bridge Square Plans on August 8th. The consultants will be presenting the plans to the HPC. A Phase II archaeological study has been performed. Staff and consultants will be meeting to review the results and 60% plans are nearing completion for review.

2.                     Ames Mill Dam - The City Council work session on September 12th included a presentation on the Ames Mill Dam. This will be presented to the HPC at a future meeting. A link to the work session is attached.

3.                     Trunk Highway (TH) 246 Corridor Study - The corridor study has been underway for several months. City Council will receive a presentation from Bolton & Menk and staff on concept designs based on feedback from the community on Sept. 19th. 4.                     Lincoln Parkway Traffic Analysis - Lincoln Parkway concepts are in development. See attached hyperlink for more information. The City Council received a presentation on Oct. 17. Hyperlink attached to the meeting presentation.

5.                     The Board & Commission training was held on October 24th. Thank you to all of you who were able to attend. For those of you who were unable to attend, the event was recorded. Below you will find a link to the recording.

6.                     The City has updated the Construction and Development site with more information: <https://www.northfieldmn.gov/291/Construction-Development-Projects>

7.                     Other Planning Applications In-Progress:

a)                     Cedar Meadows Preliminary Plat - has received preliminary plat approval from City Council at their October 3 meeting. The Council approved the resolution with staff recommended street widths, the pedestrian crossing improvements across Cedar Ave. and North Ave., and directed staff to explore a cost-share to have the trail on the west side of Cedar Ave. The Dakota County Commissioners approve the preliminary and final plat for Cedar Meadows.

b)                     Alternative Urban Areawide Review (AUAR) - The final draft of the AUAR was submitted to the Environmental Quality Board and the 10-day objection period has been completed. The final AUAR was approved by City Council on Nov. 7, 2023.

c)                     Signs, zoning letters, accessory uses and data requests remain steady.

8.                     The 2022-2024 Planning Commission Work Plan is attached.

10.                     Educational Resources - Resources and information available on planning and related topics are listed below. Feel free to share articles, podcasts, books, etc.
