Title
Consider Resolution Accepting Donation from the Helmsley Charitable Trust and Approving Donation to Northfield Area Fire and Rescue Service.
Body
Action Requested:
The Northfield City Council approves the attached Resolution formally accepting the donation from the Helmsley Charitable Trust and approving donation to Northfield Area Fire and Rescue Service.
Summary Report:
The City Council is being asked to accept the donation from the Helmsley Charitable Trust and approving donation to Northfield Area Fire and Rescue Service.
The City of Northfield received a donation from The Leona M. and Harry B. Helmsley Charitable Trust to the Center for Resuscitation Medicine (CRM) at the University of Minnesota that will provide law enforcement with automatic external defibrillators (AEDs) to improve cardiac arrest survival. This opportunity provides equipment (Stryker CR2 AEDs), and replacement pads if used. This is an 8 year grant to provide equipment and support through the University of Minnesota CRM.
This grant allowed for new AED’s in each Northfield police patrol vehicle. These new AEDs are state of the art and feature the ability to read heart rhythm through active CPR allowing officers to immediately begin CPR and continue while the AED analyzes the medical victims heart rate for a shockable rhythm. The units also offer WiFi upload of data to the University of Minnesota CRM.
Police Chief Mark Elliott attended the University of Minnesota program training and the AED’s were delivered late summer. All have been deployed in the police patrol squads and are in use. This 8 year grant will save the city money through extended AED service life and pad replacement costs.
This grant replaced 12 AEDS in the police patrol fleet. The 12 current AED’s in the fleet have been pulled for donation as needed in the community as requested by the grant provider. An immediate need was present in the Northfield Area Fire and Rescue Service (NAFRS). NAFRS had two AED’s on the rescue trucks, but none on the other trucks in the fleet. Northfield PD has donated 7 AED’s to NAFRS to ensure they have these critical life saving devices on every fire vehicle should the need arise for one during an emergency. The other 5 AED’s will replace older ones or be new placements in city vehicles and buildings.
Minnesota Statute 465.03 and 465.04 allows a city to accept a donation of personal property for the public good and maintain any such donation in accordance with donor conditions, by resolution approved by two-thirds of the City Council.
Minnesota Statute 471.85.01 states “any county, city, town or school district may transfer its personal property for a nominal or without consideration to another public corporation for public use when duly authorized by its governing body”.
