Summary Report:
The City has been working with the Minnesota Department of Natural Resources (DNR) along with I & S Group, Inc. to final the plans and specifications for the construction of Mill Towns State Trail from Woodley Street to the Waterford Bridge. The plans and specifications are now complete, a contract for construction is in place and work will begin this September.
As part of the process, the City has been working with property owners along Spring Creek Road where temporary and permanent easements are necessary to facilitate construction of the trail. The City Attorney has prepared easement agreements with the above-mentioned property owners and the property owner is agreeable to the easements.
The City used recent benefit appraisal from the Wall Street Road project to determine a benefit amount for the temporary and permanent easements and worked with property owners to arrive at a final amount of the easements.
The City has reached agreement on the easement with St. Dominic Church (Calvary Cemetery Property) and is ready for approval.
Alternative Options:
NA - Staff is recommending approval of the easements to facilitate the construction.
