Summary Report:

This update includes items not included as agenda items for this meeting.

Electric Vehicle Ride & Drive: The Electric Vehicle Ride & Drive at Northfield Middle School was a great success, with 147 EV test ride experiences throughout the event. Despite the weather, community members turned out to learn more about electric vehicles, ask questions, and get firsthand experience riding in an EV. The event provided a valuable opportunity for residents to explore EV technology and have conversations about electric transportation in a welcoming, hands-on setting. A special thank you to Rotary and Recharge for their partnership and support in making the event possible, as well as to everyone who participated and helped create a successful day for the Northfield community.

MPCA Planning Grant - Geothermal Feasibility Study: The City of Northfield is exploring the feasibility of transitioning the Northfield Community Resource Center (NCRC) to a geothermal heating and cooling system with support from an MPCA planning grant. The City is seeking proposals from qualified engineering and consulting firms to evaluate the facility’s existing heating and cooling systems, assess the feasibility of geothermal energy, and compare geothermal options with conventional system alternatives. If geothermal is determined to be the preferred option, the project may advance to design and construction documentation. Staff held a site walkthrough with prospective bidders this week to review the facility and provide an opportunity to gather information in preparation for submitting proposals.

NCRC Waste Collection Update: The new Northfield Community Resource Center (NCRC) has three-stream waste collection bins for compost, recycling, and trash. Compost bins have also been placed in restrooms to collect paper towels. These additions support the City's efforts to make waste diversion more accessible within City facilities. Similar three-stream collection systems are also in place at City Hall, the Northfield Public Library, and the Northfield Ice Arena.

Hillcrest Village Highlight: MPR News recently highlighted Community Action Center’s innovative approach to affordable, net-zero housing in Northfield and Faribault. The article explores how developments like Hillcrest Village and Ridgeview Heights combine affordable housing with energy-efficient, all-electric design and renewable energy, demonstrating that sustainable construction can be achieved with relatively modest additional upfront costs. The story also highlights the potential for this model to inspire other developers to expand affordable, sustainable housing options. Public Utility Commission Commenting: The City commented on an Xcel Energy E,G-002/CI-25-341 eDocket regarding concerns with commercial utility billing practices. Since Xcel’s billing system changed around 2023, the has been an increase in reported issues. The City of Northfield shares its experience of multiple and overlapping monthly bills, added time required to reconcile accounts, and incorrect commercial rate classifications affecting local businesses. The City supports an independent investigation to better understand the scope and causes of these issues and identify improvements to reduce billing errors and promote greater accuracy, consistency, and transparency.

Text Amendments Related to Use Specific Standards: On October 6, 2026, the Northfield City Council voted 7-0 to reduce the required setback between data centers and parks or trails from 3,950 feet to 200 feet. Council also directed staff to explore a tiered regulatory framework for data centers as part of the 2027 Land Development Code update, considering energy and water use and other potential impacts. The discussion highlighted the importance of balancing community priorities, environmental considerations, responsible regulation, and potential economic opportunities as the city continues to evaluate its approach to data center development.
