Title

Update on 2024-2025 City Administrator Performance Review.

Body

Action Requested:

None.  Informational.

Summary Report:

The annual City Administrator review schedule is now starting.  Attachment 1 has the proposed schedule.  The policy and questions are set for this annual review.  Council is welcome to get input on the schedule.  Additionally, if there are questions or clarifications on the review process those are welcome at the meeting as well.

Background

The attached City Administrator Performance Review Policy was adopted April 17, 2018, and revised August 5, 2024.  This policy is in effect for this current review period.

The policy establishes clear guidelines and procedures for the City Administrator’s regular annual performance review and mid-year check-in.

Barbara Strandell, What Works Inc., has been hired to assist with the review process since 2018 and is assisting on this current review process.

The Council Employment Policy Committee’s role is to work with the Communications and Human Resources Director to be advisory to the City Council the City Administrator performance review timeline, review tool(s) to be used, and a professional and independent third party as retained by the City Council to assist with the review process.  As noted, the schedule is the issue at review now.  Any amendments to process would be reviewed by the Personnel Committee shortly after the completion of the current review period.  Processes would either be recommended to stay the same or be amended as recommended by the Committee for Council review.

Financial Impacts:

In 2024, the City paid What Works Inc. $8,075 for city administrator annual planning, preparation, and meetings.  There is funding for this in 2025 as well.

Alternative Actions:

Council Policy committee after this review could review changes to the Performance Review Policy.  However, it may not be modified for the current review.

The Committee in the future could also evaluate alternative options for the consultant facilitation of the review process.  However, the assistance is set for this review period.

Tentative Timelines:

See attached timeline attachment 1.

Review of the policy and other processes for the 2025-2026 review period would be conducted after the completion of the current review.  Tentatively, that review would be in May or June for a Personnel Advisory meeting to discuss.
