Summary Report:
The City Council is being asked to approve the youth appointments as noted above. The MYC and youth appointees to boards and commissions act in an advisory capacity to the boards, commissions and City Council for the purposes of advising these groups on perspectives and issues important to Northfield youth in order to assure a youth voice in civic affairs, and working with community partners and other youth initiatives to help design and recommend solutions and options to address opportunities and areas of concern in the Northfield community. Youth members are appointed/reappointed annually. Applications to serve on the MYC, boards and commissions are completed and submitted to the Adult Advisor, Meleah Follen. The applications are assembled by the Adult Advisor and anonymously submitted for review and scoring by the current members of the MYC and the Adult Advisor. Recommendations for appointments to fill vacant or expired positions are made to the Mayor based on scores and the desire to create a MYC, and appointees to boards and commissions, that are gender, ethnic and age diverse. Members shall thereafter be appointed by the Mayor, with the approval of the City Council.
Mr. Kent McWilliams is being recommended to fill a vacancy on the Arts & Culture Commission as a St. Olaf representative. Mr. McWilliams has served for the past six years as the vice-chair of the St. Olaf Music Department and beginning on June 1, 2017 will transition into a new role as the Associate Dean of Fine Arts for the college. As an active community member, he sat for three years on the Northfield Fine Arts Boosters, including a year as treasurer during the time when the group applied to the State of Minnesota to gain 501(c) (3) status as a non-profit charitable organization. Mr. McWilliams was invited last year to sit as a member of the St. Olaf steering committee that developed a new framework plan, a long-range vision for the college that includes several new arts initiatives, among them a new Performing Arts Centre. Mr. McWilliams notes that as the college works towards fulfilling the elements of this 20-year planning document, he feels that it is vital for the administration of the college to actively communicate with the City of Northfield in creating a vision that further enhances the college's relationship with the City. To that end, he would hope to add his voice to this discussion as a representative of the college who can work both as an advocate for the college's role in the City and also as a team member who can strive to bring an objective voice to the larger goals of the Northfield Arts and Culture Commission.
City Code Division 4. - Arts and Culture Commission Sec. 2-359. - Membership (c) Members shall be appointed from each of the following sectors of the community, if possible:
• Arts and cultural organizations.
• Carleton and St. Olaf Colleges.
• Local schools.
• Business community.
• Independent artists.
• Community at large.
Ms. Jenni Roney is being recommended to fill a vacancy on the Convention and Visitor’s Bureau Board. Ms. Roney is the Executive Director the NDDC. She currently collaborates with the Chamber and the CVB on downtown related issues and would like to help with the marketing of the entire Northfield area. Ms. Roney would welcome the opportunity to engage in more collaboration with the CVB board to impact the success of Northfield as a whole. She has a B.S. in Advertising with a minor in Marketing and has experience in marketing, social media, writing, speaking, sales and graphic design.
The Consultant Services Contract between the City and the Northfield Area Chamber of Commerce membership requirements are as follows:
Convention and Visitors Bureau. The Convention and Visitors Bureau hereby established shall consist of a twelve (12) member Board of Advisors. The Board of Advisors shall include two (2) members appointed by the Mayor and approved by the City Council, one (1) member appointed by the CONSULTANT, and the remaining nine (9) members submitted by the CVB Board of Advisors and appointed by the CONSULTANT. One of the two members appointed by the CITY shall be a member of the City Council. The member appointed by the CONSULTANT shall be a member of the Board of Directors of the Chamber.
Council Member Brad Ness is the City Council representative on the CVB.
