Consider Approving Contract with Jacobs Engineering Group for Wastewater Treatment Plant Operational Analysis and Facility Study Update.

Action Requested:                     

The Northfield City Council is to consider a Motion approving the Contract with Jacobs Engineering Group for the Wastewater Treatment Plant Operational Analysis and Facility Study Update with final review and approval of contract terms by the City Attorney and authorize the Mayor and City Clerk to execute the Contract.

 

Summary Report:

On April 16, 2019, City Council authorized the request for proposals for the Wastewater Treatment Plant Operational Analysis and Facility Study Update. Staff sent the request for proposals to three qualified firms and received a proposal from one firm. The other firms opted not to submit a proposal due to workload and ability to deliver the project as proposed.

 

Staff reviewed the proposal and is recommending Jacobs Engineering Group be retained for professional services. Jacobs has a long history of completing condition assessments and process evaluations for clients throughout the United States and are qualified to complete this work.

 

Key items that will be evaluated as part of the operations analysis include:

 

                     A review of Management and Staff compared to other facilities included Org. Structure and levels.

                     Process Control and regulatory compliance.

                     Maintenance Practice, Maintenance Software Review.

 

The objective of the evaluation will be to investigate the current situation of the treatment plant and make implementable recommendations to be in line with regulatory and industry standards.

Key items that will be included in the facility study plan include review of the existing 2016 Facility Plan, identifying additional improvements, review project costs and funding and completion of a final facility plan update.

 

Included in this report is a presentation on the update of the incidents that have taken place at the wastewater treatment plant within the past year and a half.

 

Alternative Options:

The City Council could decide not to go forward with the engineering services; however, staff does not recommend this.

 

Financial Impacts:                     

Staff has budgeted $150,000.00 for engineering services for both the operational analysis and facility study update. The proposal for the operational analysis is $135,000.00, which will come out of the 2019 budget. The facility study update proposal is $30,000.00, which will come out of the 2020 budget. The project costs are not to exceed costs.

 

Tentative Timelines:                     

The project is anticipated to be completed within six months.
