Project Discussion and Consider Options for the Spring Creek Road Reconstruction

Staff recommends a motion to approve Option “A” or Option “B” for Spring Creek Road Reconstruction.

 

Summary Report:

Staff has moved into the final design phase of the Spring Creek Reconstruction Project.  The project corridor includes Spring Creek Road from Superior Drive to Huron Court (Attachment 1).  City Council approved the Feasibility Report at the January 2, 2018 City Council meeting via Resolution 2018-005.  This resolution also directed staff to design a West Side Urban and East Side Rural road section (Attachment 2). This typical section includes a trail, boulevard, an 8’ paved shoulder and a 12’ driving lane on the west side “Urban” Section, and a 12’ driving lane, 5’ paved shoulder, and a ditch section on the east side “Rural” Section. 

 

As final design was completed for the project, the Consulting Engineers have indicated the project costs have significantly increased from the feasibility report ($1.6 Million to $3.3 Million).  Understanding this cost increase, staff brought forth four alternatives for discussion to the June 19, 2018 City Council meeting to see if project costs can be reduced, and still meet the project goals.  From that meeting, Staff has developed two options for the City Council to consider. (Attachment 3).

 

Option A

Option A would consist of a 40’ face of curb to face of curb full urban street section that includes a 12’ driving lane and an 8’ parking lane on each side.  This option would include shifting the road 12’ east of the centerline to better fit with the existing topography.  This section would include an 8’ boulevard with a 10’ trail along the entire western side.  The eastern side would include a 4’ boulevard, and then a 4:1 slope grading to match the existing topography.  Additionally, due to the 12’ shift to the east, there is only 8’ of additional right-of-way from the back of curb to the proposed right-of-way for future sidewalk and boulevard along the east side.  This option proposed will eliminate all the retaining walls that are in the current design. 

 

Option B

Option B would consist of two different typical sections.  The first section would consist of a 37’ face of curb to edge of bituminous half urban/half rural section from Superior Drive to Jefferson Parkway. This section would include a 12’ driving lane and an 8’ paved shoulder on the west half of the section.  This section would include the existing 5’ sidewalk that currently exists from Superior Drive to Jefferson Parkway. On the east half of the section, a 12’ drive lane and a 5’ paved shoulder would be proposed.  Additionally, a 2’ gravel shoulder along with a rural ditch would flank the entire east side of this proposed road section.

 

The second section of Option B would consist of a 34’ edge of pavement to edge of pavement full rural section from Jefferson Parkway to Huron Court.  This section would include a 12’ drive lane, 5’ paved shoulder, and a 2’ gravel shoulder on both the east and west sides of the typical section.  This option includes no sidewalk or trail along the entire corridor proposed for construction at this time.  However, the future improvement of Spring Creek Road north to Woodley Street would include a trail section on the west side to connect to the proposed Greenway Trail or Mill Towns Trail connection along Spring Creek.  Attachment 4 shows the existing and proposed trails and sidewalks in close proximity of the proposed improvement project.  This option would also eliminate all of the retaining walls that are in in the current design.

 

Alternative Options:

Council could choose an additional option.

 

Financial Impacts:                     

Updated financials of these options will come out in a Supplemental Memo Monday July 9.

 

Tentative Timelines:                     

Staff will develop a project schedule based on direction and information gathered from this discussion.
