Consider Ordering Preparation of Plans and Specifications for the 2018 Division Street and Seventh Street Reconstruction, Washington Street Mill and Overlay, and Miscellaneous City Parking Lot Rehabilitations.

Action Requested:                     

The Northfield City Council approves the attached Resolution Ordering Preparation of Plans and Specifications for the 2018 Division Street and Seventh Street Reconstruction, Washington Street Mill and Overlay, and Miscellaneous City Parking Lot Rehabilitations Project, 2018STRT-A37.

 

Summary Report:

The City Council is asked to consider a resolution ordering preparation of plans and specifications, as recommended by Staff. 

 

From this point, plans for the improvement will be prepared.  The improvement project includes the following streets:

 

                     Division Street from Eighth Street to Sixth Street

                     Seventh Street from Water Street to Washington Street

                     Washington Street from Woodley Street to Second Street

                     City Hall Parking Lot

                     Washington Street and Fifth Street Parking Lot

                     Washington Street Parking Lot 1(Third Street Lot)

                     Washington Street Parking Lot 2(Grand Event Center Lot)

 

The actions requested above are required by Minnesota Statutes Chapter 429, which specifies the actions that must be taken to assess property owners for the cost of local improvements.  The City Council has moved this project forward to this point with the actions shown in the attached project process (Attachment 2).

 

Background

On August 22, 2017 the City Council passed Resolution 2017-066 which ordered the preparation of the feasibility report for the 2018 Division Street and Seventh Street Reconstruction, Washington Street Mill and Overlay, and Miscellaneous City Parking Lot Rehabilitations Project. 

 

The City of Northfield completed a Complete Streets review of the project corridor.  Staff retained Toole Design Group, a national leader in multi-modal and complete streets design to help facilitate the process.  This process included conducting a series of Neighborhood and Community meetings with stakeholders in order to gather information for final design concepts for the project area.  Council passed Motion M2017-108 at the September 19, 2017 City Council meeting, approving concepts (Attachment 3) for the 2018 Division Street and Seventh Street Reconstruction and the Washington Street Mill and Overlay Project.  Therefore, Staff feels with the approval of the concepts at the September 19, 2017 City Council meeting, there is sufficient direction to begin the base design of the project.  

 

Alternative Options:

The City Council could delay ordering preparation of plans and specifications until the ordering of the improvement; however, staff does not feel this option would keep the project on schedule due to the complexity of the design.

 

Financial Impacts:

The financial costs are shown in Attachment 4.

Tentative Timelines:                     

The project process (Attachment 2) accounts for all required actions by Council to ensure that Minnesota Statute Chapter 429 procedures are followed so that assessments for local improvements may be levied to abutting benefitting properties.
