Staff recommends the HRA approve a motion to close the meeting pursuant to Minn Stat. § 13D.05, subd. 3 (c) to develop or consider offers or counteroffers for the sale of property located at 2330 Elianna Drive, Northfield.

 

Summary Report:

The meeting will be closed to develop or consider offers or counteroffers for the purchase of property located at 411 Water Street, 112 5th Street, 115 5th Street, 120 3rd Street W, 208 Water Street W, 200 Water Street S, 116 3rd Street W, and 510 Woodley Street W, Northfield, Minnesota.

 

After the closed portion of the meeting, the meeting will be reopened to take action(s) related to the closed meeting discussion and/or to adjourn the meeting.

 

The League of Minnesota Cities Handbook provides the following information related to this type of Closed Meeting:

 

Chapter 7, I. Types of Council Meetings and Notice Requirements

 

Closed Meetings

A closed meeting is a meeting of a public body that the public is not allowed to attend. A public meeting only may be closed if it meets the requirements of one of the specific exceptions listed in the open meeting law. The same notice requirements that apply to open meetings also apply to closed meetings. For example, if a closed meeting takes place at a regular meeting, the notice requirements for a regular meeting apply. Likewise, if a closed meeting takes place at a special meeting or an emergency meeting, the notice requirements for a special meeting or emergency meeting app

 

Purchase or sale of real or personal property

A public body may close a meeting to:

                     Determine the asking price for real or personal property to be sold by the public body.

                     Review confidential or protected nonpublic appraisal data.

                     Develop or consider offers or counteroffers for the purchase or sale of real or personal property.

 

Before holding a closed meeting under this exception, the public body must identify on the record the particular real or personal property that is the subject of the closed meeting.

 

The closed meeting must be tape-recorded. The recording must be preserved for eight years and must be made available to the public only after all real or personal property discussed at the meeting has been purchased or sold, or after the public body has abandoned the purchase or sale. The real or personal property that is being discussed must be identified on the tape. A list of members and all other persons present at the closed meeting must be made available to the public after the closed meeting. The actual purchase or sale of the real or personal property must be approved at an open meeting, and the purchase or sale price is public data.

 

Background

The Northfield HRA’s mission is to be a partner in providing a sufficient supply of affordable, adequate, safe and sanitary dwellings in Northfield. Our goal is to create a community with housing opportunities available along the entire housing spectrum: from renters to homeownership, first-time homeowners, to senior living, workforce housing and empty-nesters.  We strive to create affordable housing opportunities and strengthen our neighborhoods utilizing:

In response to the 2008-2009 foreclosure crisis, HRA purchased two (2) 4-bedroom townhomes directly from the developer who could not sell them. HRA rented these units to families who lost homes to foreclosure to help community members rebuild credit and keep children impacted by the foreclosure crisis in the school district. In 2022, HRA made the decision to turn daily operations away from property management and offered a right of first refusal to all tenants. One of the rental homes was sold to the existing tenants and we closed on the sale in June 2025. The tenants at 2334 Elianna Drive chose not to purchase the townhome and vacated the property.

 

Staff worked with a realtor and property manager to determine repair items and list price for the property. The unit was rehabbed to minimize the passing deferred maintenance on to the next owner.
