Summary Report:

At the October 21, 2025 City Council meeting, staff provided an update on the City’s progress toward implementing the 2025-2028 Strategic Plan.  The video from that meeting is attached (attachment 3).  This agenda item is intended as a discussion item only to allow Council an additional opportunity to comment on the update provided on October 21st.

 

Approved earlier this year, the plan reflects the City’s continued commitment to thoughtful, transparent, and results driven governance.

The Strategic Plan serves as the guiding framework for aligning organizational efforts with community priorities through four key focus areas:

                     Improve Financial Strength

                     Increase Housing Availability

                     Achieve Infrastructure Sustainability

                     Enhance Service Delivery

The City has made progress on several key initiatives. Notable actions include the Ames Mill Dam removal project, which has completed Phase 1 feasibility and engineering studies and is moving into removal for Phase 2; ongoing downtown and neighborhood flood mitigation efforts that strengthen community resilience and protect critical infrastructure; and a realigned focus on preserving Naturally Occurring Affordable Housing (NOAH), building on the 2025 4D Tax Incentive Program to maintain long term housing affordability across the City.

The strategic plan report and presentation from the October 21, 2025 City Council meeting are attached.

Staff recommends Council action at December 2nd Council meeting to make the following two amendments to the strategic plan (see attached 1-page summary redline):

 

 

1.                     Change in Improve Financial Strength metric (annual adoption of 5-year financial plan)

2.                     Eliminate the following related to downtown parking:

   Desired Outcome:                                            Downtown parking needs are met

   Key Outcome Indicator:                      “Managed parking plan adoption” and

 “Parking need assessment”

Target:                     Comprehensive downtown parking solution in place by 12/2026

Strategic Initiative:                     Create downtown managed parking plan

                     

Alternative Options:

No changes to either of these to remain as-is.

Not applicable.
