Action Requested:                     

The Northfield City Council considers approving the attached Resolution approving the plans and specifications and authorizing advertisement for bid for the Biosolids Processing Equipment.

 

Summary Report:

The City Council is being asked to approve the plans and specifications for the Biosolids Processing Equipment Installation and to Authorize Advertisement for Bid.

 

On May 29, 2018, the City’s biosolids processing equipment suffered a complete loss due to fire. After the loss, to accelerate repairs the City Declared an Emergency.  The Emergency Declaration allowed the new process equipment to be procured.  Hence, this action tonight authorizes bidding the installation of the new equipment.

 

Bolton and Menk, Inc. has prepared plans and specifications for replacing the biosolids processing equipment installation. The equipment will meet the City’s needs for the next 20 years of projected growth in the WWTP service area. The new equipment includes two screw presses and a bioset reactor to treat the liquid sludge to a class A EQ biosolids product that will ultimately be land applied to fields for fertilizer uses.

 

A representative from Bolton and Menk, Inc., will present to Council.  The plans and specifications for the equipment installation can be found at the link below:

Alternative Options:

The council could reject the plans and specifications and not authorize advertisement for bid however staff feels this is necessary to move the project along and to get the permanent biosolids processing equipment back in operation.
