Action Requested:                     

The Northfield City Council approves the second reading of Ordinance No. 1073 a Zoning Map Amendment by the Masonic Temple Association for the property at 113 Linden St. S.

 

Summary Report:

The Masonic Temple Association has applied for a zoning map amendment for the property at 113 Linden St. S. (PID 2236451008). The requested amendment would change the zoning of the property from R1-B: Low Density Residential to C1-B: Downtown to bring the current legal non-conforming Private Club use into legal conforming status.

 

City Council approved the first reading unanimously (7-0).

 

The Public Hearing for the zoning map amendment was held by the Planning Commission at the November 21, 2024 meeting. The comments received as part of that public hearing process will be shared in an update to City Council, which will include a link to the recording of that public hearing. The Planning Commission considered the zoning map amendment to the City Council at the November 21, 2024 Planning Commission meeting. The staff recommendation to the Planning Commission was for approval of the rezoning request.

 

Since this is rezoning from a residential district to a commercial district, pursuant to Minnesota Statutes, section 462.357, subd. 2, the adoption or amendment of any portion of a zoning ordinance that changes all or part of the existing classification of a zoning district from residential to commercial requires a two-thirds majority vote of all members of the City Council.

 

Staff Recommendation:

Staff supports recommending approval of the zoning map amendment, to City Council, to change the zoning of 113 Linden St. S. (PID 2236451008) from R1-B: Low Density Residential to C1-B: Downtown.

 

Alternative Options:

The City Council may deny the zoning map amendment with a simple majority vote.
