Fa?ade and Riverfront Improvement Grants Update
Body
Action Requested:
The EDA shall receive a presentation from EDA interns regarding the EDA's Fa?ade and Riverfront Improvement Program.
Summary Report:
Background
The Fa?ade Improvement program was originally created in 2019 to offer building owners incentive to invest in building exteriors, specifically in the downtown district. The program is designed to address the then-established strategic plan priorities of, "Strengthen downtown as a destination," and, "reinvest in character and sustain sense of place." The grant program is modelled on similar successful programs throughout the state, including those in Columbia Heights, Farmington, Hopkins, Marshall, Richfield, and Shakopee and was funded for three years.
In 2023, the EDA voted to extend the fa?ade program for another three years to 2026. The program continues to be a popular source of funding for downtown building owners.
In March 2022, the EDA approved a pilot Riverfront Enhancement Program, which was modeled off the Fa?ade Improvement program. The Riverfront Enhancement Grant Program aims to strengthen, revitalize and sustain the riverfront corridor by encouraging and assisting property owners to make improvements to buildings and property within the district. By providing a financial incentive, the program will stimulate private investment and support stabilized and increased property values. The program ended in 2024 and was not renewed in 2025.
