Title
Status update on Comprehensive Plan and relationship to 5-year Capital Improvement Plan.
Body
Action Requested:
The HPC will receive an update on the status of the 2045-horizon Comprehensive Planning process and how it is related to other planning documents, specifically the five-year Capital Improvement Plan.
Summary Report:
The CIP helps implement the goals of a jurisdiction's comprehensive plan, ensure timely construction or renovation of infrastructure to provide the level of services identified in the comprehensive plan, and help coordinate a locality's priority on projects with those reflected in other supporting plans or documents like the Strategic Plan and Climate Action Plan. This helps a locality review and prioritize projects eligible for Federal and State transportation funds when the projects are needed.
How and where infrastructure is installed and/or updated impacts housing, as does access to well-maintained infrastructure like roads, sidewalks, and bicycling facilities. The presentation and discussion will be designed to arrive at a shared understanding of the relationship between the comprehensive plan, the capital improvement plan, housing policies, and tools to address housing concerns.
A link to the presentation given to the Planning Commission at the July 18, 2024 meeting is attached. Two updates on the comprehensive process are also attached.
