Summary Report:

1.                     At the July HPC meeting, the commission asked for an update/presentation on the proposed outdoor lighting standards to the Northfield City Code. Attached is the City Council staff report, ordinance on the outdoor lighting standards and link to the Planning Commission meeting recommending approval of the changes to City Council. These outdoor lighting standards apply to site plan reviews where lighting is used for parking lots and/or outside of buildings. Site plan reviews are required for new multi-family dwellings of three units or more, any additions or modifications to multi-family dwellings of three units or more, additions to nonresidential structures of 500 square feet or more, and parking structures and facilities and parking lots.

2.                     The HPC has also asked for more information regarding enforcement of projects or work being completed in the Historic District without a certificate of appropriateness. The city planner has the authority to repair or remove signs that do not meet the standards of the sign code. Attached is the language on enforcement of signs.
