Consider Resolution of Support for Minnesota Senate File 4032 (Lieske) Northfield Armstrong Road and Trunk Highway 19 intersection bond issue and appropriation.
BODY
Action Requested:
The Northfield City Council approves the attached Resolution of support for Northfield Armstrong Road and Trunk Highway 19 intersection bond issue and appropriation.
Summary Report:
MnDOT is currently in the process of scoping the Hwy 19 improvement project programmed in 2027 from I-35 to Hwy 3. The scoping study is planned to be completed at the summer of 2024. In 2018 City Council created the Northfield Transportation Advisory Committee (NTAC) and one of the focus areas was the Hwy 19 corridor initiatives. NTAC created a stakeholder subcommittee that includes many of the industries, businesses, and many other representatives to review and provide input to help guide and scope the improvements.
A key item from stakeholders was the operation and access onto Hwy 19 from Armstrong Road. A roundabout has currently been identified in the scoping study as an improvement for mobility at the intersection. This will benefit all users, include trucks, pedestrians, bike, and cars.
The City has previously applied for funding through the Corridors for Commerce (COC). The City wasn't successful on that grant opportunity. A lot of larger projects were selected for the COC.
Senator Bill Lieske has authored a bill in the Minnesota Senate (attachment 2) that would provide funding for a roundabout at Armstrong Road and Trunk Highway 19 through bonding $4,070,000. The City Council is being asked to offer their support for this bill, as another opportunity to that is supported by the Hwy 19 stakeholder group.
