Summary Report:
The Origins of Affordable Housing Policy
While policy makers and general public debate whether and how government should influence the housing market, affordable housing policy in the past seventy 70 years has shifted from the federal government’s direct provision of housing to subsidizing private providers of affordable housing and incentivizing homeownership. See: <https://www.hud.gov/about/hud_history>.
The implementation of policy has also changed to become less centralized at the Federal level, with state and local governments, agencies, and nonprofits largely responsible for shaping, coordinating, administering and funding housing programs. The City of Northfield Housing and Redevelopment Authority is a local government entity that plays an active and vital role in supporting healthy and safe housing for all.
